I think the king you're thinking of is the "Goblin Town" king from "The Hobbit". These goblins are from Lord of the Rings "Mines of Moria". Tolkien doesn't show or even mention a king for the, and Peter Jackson never put one in his movie either. GW invented one for the game and he is only slightly bigger than a regular goblin (I have one - he'll show up here soon) so I'm pretty sure he's not pregnant or about to lay any eggs ;)
Maybe they're genderless or hemaphrodites?

They're probably kept in a specific breeding place... and I'm not even joking ahahah Tolkien said something like that on a letter xD
